I think this question largely depends on the developer’s goals. Flow is a different type of blockchain with a different focus on who it is trying to server (this is my opinion) than Ethereum. That said, Ethereum is still the dominant player in the space. In fact, I wrote a post about IPFS + ERC721 tokens on Ethereum a few months ago. You can read that here:
